Previously, TEMPO layers in SDE were created using the Latitude and Longitude Degrees, Minutes, Seconds and Tenths fields which were then transformed and stored as UTM coordinates. The new TEMPO layers are created using the Decimal Degree fields (X_COORD_STANDARD_VALUE, Y_COORD_STANDARD_VALUE) and stored in the Geographic Coordinate System (GCS_North_American_1983).
